Helen Toner is director of strategy and foundational research grants at Georgetown University's Center for Security and Emerging Technology, where she helps government policymakers better understand AI and other technologies. She previously worked as a senior research analyst at Open Philanthropy, advising policymakers and grantmakers on AI policy and strategy. She has briefed senior officials across the US government, testified before the US-China Economic and Security Review Commission, and written for publications including Foreign Affairs and TIME on the national security implications of AI and machine learning.
