He is a renowned scientific advisor and was named "Smart City" special Envoy of the Mayor by Paris mayor Anne Hidalgo.

Moreno's contributions are internationally valued for their originality and have been incorporated in multiple projects of local governance and urban transformations in France and worldwide. His works promote the transformation of lifestyles and urban spaces and offer solutions to the issues faced by the cities, metropolises and territories in the 21st century.

In 2010, Moreno was awarded Knight of the Order of the Legion of Honour by the French Republic. In 2019, he received the Foresight Medal by the French Academy of Architecture.
