The Internet has transformed crime. Victims, suspects and the evidence that links them together are scattered all over the world. Crime on the Internet – like anything on the Internet – flows across borders with unbelievable ease. The only thing that doesn’t is law enforcement. The risk of doing cybercrime for someone from an uncooperative jurisdiction abroad is basically nil. This is the greatest organizational challenge they have faced since the creation of the modern police force.
