社区营造是人和土地的故事，“日出希望“推手刘德全先后活化居銮独立公园，承办居銮节，推行流浪马来膜计划，改造玉射社区，把小村小镇变成乡民自豪之处。他认为蹲点很重要，和居民生活在一起，聆听和组织村民要的东西。德全的工作是把人聚集起来，投入社区，期待大家付出专业和时间，一起让社区更美好。而有意义和温度的故事，才能被传播和传承。
Placemaking is the story between people and land. Low Tuck Chuan rejuvenated Taman Merdeka Kluang, organized the Kluang Festival, carried out the Roaming Malay Tapir Project, and transformed the Grisek community, turning the small village into a place where villagers are proud of. He opined that groundwork - living with the residents and listening to villagers' needs - is important. Tuck Chuan's duty is to gather everyone to join the community, with the hope that everyone would contribute their expertise and time, in order to make the community a better place. Only stories with warmth and significance are worthwhile to be propagated and passed on.
