"A rising tide lifts all boats.” This idiom, coined by John F Kennedy, describes the idea that when an economy is performing well, all people will benefit from it. This is of course unless you don’t have a boat, have been systemically denied opportunities to obtain a boat, and relegated to communities where no one, for generations, has even seen a boat, or knows the first things about getting one. Majority black communities remain vulnerable to the tide, because for us, it comes in the form of a flood (literally and figuratively). So how do we place make in neighborhoods where systemic and structural barriers have plagued generation after generation? The 4 R’s: Relief + Recovery + Resilience = Revitalization. All the while, avoiding the 5th R – Replacement (also known as displacement)
