In Vietnam, the most relevant policy that periodically sparks controversies is priority policies in the country's annual National College Entry Exam, targeting groups that the government deems to be deserving of either additional benefits or uplifting remedies such as ethnic minorities, injured veterans, and children of veterans. Affirmative action comes in many forms and approaches.
So, if an LGBTQ affirmative action plan is implemented: how we can approach to affirmative action and how we can provide remedies to those who were and are discriminated against needs to be more intersectional. An LGBTQ-targeting affirmative action program needs to not just focus on one's sexual orientation or gender identity. It can also take into account other identity categories that are potentially meaningful in determining one's opportunities and resources such as ethnicity, race, and class.
