Under the new law, people in prison are eligible to earn time off of their sentences. But those credits are so complicated to calculate that thousands of people remain in prison longer than they need to.

New York City has agreed to pay 3,500 dollars to every detainee who claims that his or her release was delayed three hours or more. There have been roughly 72,000 such people since 2014.
