Dr. Norris is the Executive Director of the Louisiana Tech Enterprise Center and the University Center for Economic Development. He manages the Center's two technology business incubators and coordinates the Enterprise Center's network of support services, business partners, investors, and mentors. He is also the Director of the LA_i6 Proof of Concept Center at Tech focused on early stage technology development and commercialization. He works in all aspects of the University's technology commercialization, business development, and community partnership activities. Through the Enterprise Center he also supports the development of the arts economy with the Enterprise Center Art Gallery and numerous other programs. He serves on several statewide boards including the Louisiana Business Incubator Association and the Louisiana Occupational Forecasting Conference. He is also president of the board of GO CARE, a non-profit community health organization serving all of north Louisiana.
Dr. Norris was previously on the Economics faculty at Northeastern University in Boston (2000-2002) and served in the Office of the Chief Economist at the U.S. Department of Health and Human Services (1998-2000). He received his undergraduate degree from Louisiana Tech University and his master's and Ph.D in Economics from the University of Texas at Austin. Before moving to Washington, D.C. he was a research associate at the Ray Marshall Center for Public Policy in Austin (1996-1998).
