Can we rebuild it? No, nature can. It'll take a couple of million years.
If we invested the same amount of money in sustainable energy instead of oil subsidies there would be a lot more progress. That might even result in a few jobs being created.
May 8 2012: I cannot see the point of arguing against a move away from fossill fuel dependancy. The benefits to national security and long term sustainability are obvious, yet so many seem to insist on blindly ignoring the obvious downside of relying on others to provide large quantities of oil which is only diminishing in quantity.
Renewables have obvious downsides, but the ingenuity of man has created so much and will continue to solve these problems. It cannot solve a problem like oil just plane running out.
Personally, I believe micro-generation through renewables gives people and companies the power and opportunity to take their energy reliance into their own hands, driving up efficiency and reliance on renewables. Everyone should have the opportunity to be able to generate their own energy.
I pour scorn on anyone who tries to imply that clean is a dirty word.
