Of course e-learning will not fit every viable possibility of learning / educating. Only one - on - one learning provides such flexibility. In Daphne's talk around the 16:30 mark, she provides graphs pertaining to how powerful individual tutoring is!
Dr. Ortenblad, teaching in China, should understand how difficult it is to provide individual tutoring to the masses who truly desire it.
Also, e-learning fits in rather well with educating the 33-50% of people who tend to be introverted.

1) Lecture Learning
2) Mastery Learning
3) Individual Learning
She is promoting Mastery Learning as the way to achieve the biggest bang for the buck. This can be achieved by using hard physical data to create special learning modules, as she described around the 15:00 mark, using the 2% problem analysis. (2,000 students).
Daphne also talks about how students grade students. Students help students.
Most of all, she provides a possible solution to move toward an egalitarian type of education system. A system which is affordable for governments to provide to their citizens.
The wealthy will still be able to afford the individual tutoring system, but instead of having a 2 sigma advantage over the masses, they will only have one sigma advantage.
