May 24 2012: What Dr El-Feki is trying to explain is that the anti-drug/anti-HIV laws do not serve their purpose. Conversely, these laws keep people away from taking the tests and applying for treatment, because they instigate fear of being deported or enjailed. That why the laws are 'bad.'

I don't see where she argues that the right to, as you call it, free travel should prevail over the goverment's need in preserving the public health. This is a separate, and difficult, question.
