Great idea! wrong approach. Innovation flourishes within an innovative "state of mind." that can be nurtured or hindered by the state (pun intended). Innovation is not in the "Googles," "Facebooks" or "Nokias" (last one added on purpose), those are the outliers of a bigger innovation wave, carried mostly by many small and medium innovative enterprises. SBIR is good in driving these small and medium enterprises. SBIR was established more than a decade after the funding for the internet. Government aptly funded the R part of the internet R&D, but without the D part there is no innovation. I totally agree with the Innovation Fund idea, and yes, the state needs to keep looking at the issue long term and strategically. Equity is the small part of the equation. Could those innovative government employees (a minority) please take the lead?

How can imagination lead to innovation?
A small and easy imagination exercise I teach: take two random objects and mix them, do many mixing iterations, until you get one that makes you smile - sign that you manage to surprise your left brain - then find an application, any, to this last funny mix. Eg. airplane is the result of mixing a bird with an engine. hope it is useful, (thanks for posting the question)

How can imagination lead to innovation?
Creativity is an individual phenomena, Innovation is a team effort, imagination spawns both. Methodical imagination, disciplined imagination (these are not oxymora), is the core process of innovation. Imagination can be enabled, learned, developed, enticed by a proper environment and then should be applied to any successful innovation endeavor. See the "can" (not the usual case, today) and "should" (no other way) of the previous sentence. I keep looking for ways for the "can" part, how to enable people to be more imaginative and for the "should" part, how do you apply this better in the work process? Will welcome any ideas. Yes there is a sprouting "Innovation science" in time it will become more useful.

With time this will be the norm. Envision a kind of media loaded "Coursepedia", where teachers add contents and teaching methods and students rank usability and likeability.
