Whether or not it will be effective depends on how this new business will be conceived. For what I see, Shaffi's proposal could easily be implemented as a service provided for companies having corruption-related issues. If he intends to offer the same kind of service to regular people, then I think he would probably have to develop a different commercial model. There are, of course, several issues to be solved, but the idea of making the fight against corruption profitable isn't that bad.
