Mr. Arben Lila is an experienced IT advisor, analyst and educator with 10 years of experience in IT consulting, training, systems analysis, and research in Austria, Croatia and Kosovo. Mr. Lila has practical expertise in the use of IT for justice sector integration, telecommunications, and business process management. Most recently, Mr. Lila has served as an advisor and trainer for USAID justice sector reform and capacity building projects in Kosovo, where he has led IT-related reform initiatives and facilitated IT-related training for multiple and diverse justice sector stakeholders, from high-level officials to front-line administrative personnel. Mr. Lila has a record of achievement in establishing government IT offices, organizations and IT management schemes, and has convened numerous working groups to address priority IT functions. He has a demonstrated ability to effectively train and mentor counterparts on issues concerning the establishment and maintenance of IT systems, structure and infrastructure, as well as the use and maintenance of computer hardware and software applications. Prior to working in Kosovo, Mr. Lila served for more than five years as a telecommunications researcher at the Vienna University of Technology—Austria’s largest scientific-technical research and educational institution. Mr. Lila holds a Masters in Electrical Engineering from the University of Zagreb and is a PhD. Candidate at Vienna University of Technology. Mr. Lila is fluent in Albanian, Serbo-Croatian, German, and English.
