Brown worked in the field of child rights advocacy over a decade including abolition of the juvenile death penalty in the United States. She also worked for the federal government in Anti-Human Trafficking and Grants Policy later becoming a Federal Program Officer for the Department of Health and Human Services. An outspoken advocate of civil and whistleblower rights and defender of individuals who report fraud, waste, abuse, mismanagement and specific dangers to public health and safety. A champion for change in global corporate and governmental governance. She is the founder of Whistleblower Advocacy Group, Whistlewatch.org and The Brown Center for Public Policy where she serves as the Chief Executive Officer.

I was a federal employee of the Department of Health and Human Services. When I spoke up to identify dangers to public health and safety, fraud, waste, abuse of authority and mismanagement, the retaliation was severe. The federal government is mandated by law under the No Fear Act to be a model employer for industry to stamp out discrimination and whistleblower retaliation. However, as an employer, the federal government is the worst offender and violates laws with impunity. I now speak up about the enormous waste of tax payer money and hypocritical attitude of the government that regulates industry. If the globes largest employer is not obeying the law, why would any corporation. It's time for the public to know the truth about the failure of compliance of federal agencies with anti-discrimination and whistleblower protection laws. And it's time to reward companies that obey laws.
