The release of photons happens when atoms go to reduced energy states. However the photon is just one form of the energy. The energy can be in mass or as kinetic energy, but arguing energy is always measurable only in discreet packets is a viable theory, and if so it leads directly to the conclusion that spacetime itself is also only existent in discreet 'jumps'. For example if our universe is a simulation in some "God Computer", then the time inbetween the clock cycles would be "non-existent states" just like "half a photon" is a non-existent energy amount for a photon.
