Oct 25 2012: I think the only regulation trusted are UNESCO, UNICEF and other UN organisations who have experience to work with NGOs and have a real knowledge with a various events through the world. The idea is to reach person who can mobilize widely around a realistic vision to make educational online content safe and secure.
For the second part of your answer I think it is true for experienced user but for children, pupils and disabled people they need to have a secure and safe environment to learn like books, CD's etc.

Oct 24 2012: Certainly that's true for people like you, but what you think about pupils, youth and disabled people? What you think concerning learners whose can't differentiate between trust site and suspiciouse ones? This is only open debate and questions and inquiries can be furthers.

Developed world have it's strategie and it's tools to protect their educational online content mainly for kids and youth but there is no vision outside those countries, I'm also unaware any global vision in this field. I've presented a communication during the WSIS forum 2012 and 2011 (World Summit Information Society) titled : THE PROTECTION OF THE ONLINE EDUCATIONAL CONTENT : FOR A SECURE AND SAFE USE, the target is to launch debate at the global level to have a frame and vision for all policies. I'm also unaware of any policy or debate in the global level.
For republishing or sharing copyright material there is a business and money behind and a maximum of protection tools were set on. But is there any business behind use of educational online content? The debate is launched for further ideas.
