For most applications you can use a pneumatic cylinder coupled to a graphite rod that can give enough positioning resolution and precision for many applications. I can also recommend strain sensors in case you need better control.
You can also make very good programming, cheap and with few components using Microchip PIC series on a free PIC C compiller you can find on the internet.
Consider the dynamic inertia, process cycling and components reliability in your design.
