    Nov 30 2012: The proposed charge is not that small if you need to do it twice a day to survive. It then becomes the price of an entire extra utility (gas bill, water bill, garbage removal, etc) per month.

    Nov 30 2012: Why were the people entering and exiting the city to begin with? And what were the motives for the 20 percent that dropped out?

    What if they were headed to work or school and their budgets could not afford the tax? What if they were delivering goods/services to poorer areas and this became so uneconomic for them that they stuck to the wealthier demographics or densely populated areas?

    This solution to traffic does a superb job of solving congestion, but ignores the human element entirely. Sure, 80 percent can get there faster, but who are they and why to they deserve it?
