Sep 13 2011: How about support or common interest groups, of some sort, where a hug upon meeting becomes common. Maybe something like that "meetup" website, to setup getting together for weekly whatever, bingo, empty nesters gathering, volenteering, cat lovers, TEDsters, etc, but the coordinator develops a group culture of hugging upon greeting. Guessing eventually, it will spread as a matter of common practice to the rest of the members, even i just within those group meetings, but hopefully rwill educe members' shyness to hug others (as appropriate, friends, etc.) when meeting. Just an idea.
