I'd love to see Caribbean societies move away from reliance on government social welfare and establish independent community welfare boards where residents pay money to a fund that is used for community development such as infrastructure building, schools and education, healthcare etc. The funds would be managed by volunteers who are voted in and only sit one term each, unless in special cases that are voted on by the community. The fund could also be managed by the local Credit Unions, since they are already familiar with not-for-profit money management. The community has to vote on every aspect of the budget and and records are available for public view at all times.
