Can the TED Open Translation Project play a role in the education of English Language Learners both in the US and abroad?

Could English Language Learners work together with their teachers (perhaps as translator/reviewer) in creating quality subtitles for a wide variety of languages?

What if the dotsub platform were adapted to allow peer-editing, or perhaps allow registered schools to assign translators within their student body (under a faculty rep acting as a reviewer)?
