Where is the cultural central of a city?

In what location do the inhabitants of a city come together to learn of and express their ideas with the rest of the city. Growing up in a reclusive home, the closest thing I can imagine to such an area would be the school.

    Feb 10 2012: We are in a non linear era. The cultural center will be where there is forced community (like a school) but naturally where there are the least number of people or where the poorest people reside. Culture will survive there because it is the only binder when there is scarcity of anything. BUT in a city culture is always threatened by commerce.
