Does human social evolution originate more from established governments and special interest groups or from grassroots movements?

What is the actual avenue of human social evolution towards our highest ideals? Many seem to expect it to be handed to them by "experts" or government or small groups of people (or even individuals) with an agenda. I wonder if all true social evolution/change originates through conditions and emotions and experiences on the ground by "common" people and further if institutions and interest group, experts and so on are only figureheads of intention that already exists long before it gets to them. In other words does the dog wag the tail or does the tail wag the dog?

  • Feb 13 2012: I would have to say that social evolution happens a lot more at the grassroots level. Grassroots movements, after all, are intended to challenge the current social status quo. Without these movements, and the change that comes along with them, there would be no social evolution.
  • Feb 10 2012: definitly the actual evolution happens at a grass roots level between individulas just as the evolution of our biology happens within our cells between egg and sperm as they create new life ...that is the carrier of soiety the people in it...but the people in it uphold certain things... like religion morality memes which they do not consciously choose to pass on but by virtue of the social creatures we are we make our bonds our alliances by passing information by communicating ideas and spreading them whether or not they are true or usefull..even when they ar edamamging to ourselves and our fellow men... these are memes which are sometimes produced like with nazi propanganda with apurpose that of control that of manipulation and i think that in general movements which are calculated by say established governments {and lets face it our government may have evolved but has a long history of establishment ...im always fascinated by medievil history and how many things HAVENT changed!!} something established or traditional always has more sticking power because it is built up over a long period of time just like our lower brains have more pull over us than our rational brains our rational brains might be better at making descisions but our gut brains and our emotions are usually very strong in their opinions and its a constant battle to get the new brains point accross and get the old brain to comply. anyone whos gone on a diet knows this! so i dont think wither one originates social evolution any more than either of our brains is the seat of our growth ..itis a constant interplay of feedback between the old and the new... .... critical mass movements stirring enthusiasm still have to be reinforced day to day by individuals and individuals reinforcing every day can create, i hope critials mass too. :)
