Is there a flawless health care system?

HEalth coverage and the right to receive medical attention is a very valued basic necessity. But not every country nor any government has been able to provide this without a flaw. So, what do we need to do to fulfill this basic need?

    Dec 30 2011: There is no flawless system. Everything has flaws. If you want to create a nearly perfect system, then go for it. I suggest it does not provide free health care services because people will totally take advantage of that. Also, if you reduce prices by reducing additional services, then it may be more affordable to the public. Also, focusing primarily providing these services to groups of people that are connected to each other, then it may attract more people. Belonging to a "family", has shown a direct correlation to a person caring about their wellness.
