When asking people to consider risk, how can we encorage people from a focus on hazards to a focus on vulnerability?

Our explanation for disasters is too often centered on the event, the hazard and where it struck.
The underlying issues that cause the event to be a disaster are more often about the circumstances than the hazard itself.
The circumstances that cause "an entity" (people, community, city, structure, region, country) to be vulnerable - to be susceptible.
The challenge is to unpick those circumstances and shine a light on the aspects which can be changed to develop resilience - to reduce risk.
