How about we control the population rates in Africa where people are having drought and in refugee camps?

We are having terrible drought at some areas in Africa and many people died. And also many refugee camp in Africa I think populations are growing. Not only that two areas, I believe most places where foods are not enough or having diseases like Malaria where populations are also growing. So i think what if we control the population rates there? Are there already under controlled? Can we decrease the dead rate by controlling birth rate? And i think by controlling the birth rate we can increase the other activities to help them more effectively. Thank you
