How can we make a small NGO survive in the long term?

There are many NGOs in China these days. Most of them are established by individual or the folk. I know some of them, they raise money by small business or other approaches. But these are insufficient because they are not stable way of income. And these organizations are ran by manpower,(e.g.volunteer teaching) which can't take most advantage of technology.
