GED's for college degrees?

In an age where access to higher-level academic knowledge has become so widespread, and even the teaching of said knowledge has become widely disseminated (think: Khan Academy, wikipedia, TED, etc.), have we reached a point where we ought to be able to "test out" of entire college classes? Should this be free? If so (if you think it should be free), what entities should regulate the content of the tests, and could they best be administered to a) reach the appropriate groups of people and b) preserve the integrity of the test.

May 13 2011: Interesting thought, it would be difficult to emulate a college degree. Degrees are specified so you would need many test for different majors. Maybe an intermediate test that says well studied without proclaiming a degree.
