To reduce the number of people driving without insurance
In the UK, and in fact in many other countries, some people decide to take a large risk. Not being able to pay for vehicle and passenger insurance they decide to drive anyway without it.
Obviously this not only puts themselves in peril it puts other vehicle owners at risk.
Now the vast majority of petrol stations have video surveillance already set up to stop people filling their petrol tanks and driving off without paying.
So why can't this surveillance be used to check that the car has a valid road fund license - you can't get a road fund license without insurance so as long as each vehicle has a valid license then petrol can be served.
At a stroke all cars without insurance would find it much more difficult to get petrol and the problem would be reduced by a large percentage.
I actually sent this idea to a UK Police Authority who didn't even bother to reply.
Such is life!
