How is it possible for Qatar's population to increase every year without water?

Water is one of the most valuable resources for sustaining life. What is it they are doing to increase the life span and increase population every year?

    Feb 11 2013: eh, that's told in the ted talk lately.
    They turn salt water into fresh water.
    That's done a process which requires a lot of energy.
    But energy is cheap in an oil state like qatar.

    I also think, they pump up water from deep down, which is cheaper to do.

    Feb 11 2013: If there is truly "no water" there are two possible explanations: 1) A miracle. 2) They are bringing-in a constant supply of new people to replace the ones who die from dehydration. (My guess is that there really is a supply of water).
