What should we consider when developing a modern IT strategy?

This might be a common question what every new or existing business might ask themselves. Are we going too fast with Moore's law and is the technological singularity near? What should be the specific period for any strategy and what are their implications. What are the major differences between an IT strategy and modern IT strategy?
