Is our environmental crisis domestic violence?

In a speech entitiled "OUR ENVIRONMENTAL CRISIS and the DOMESTIC VIOLENCE CLAUSE*" given by Michael Diamond in 2007, he references Article IV, Section 4 of the United States Constitution which states:

"On application of the [state] legislature or the executive [governor] when the legislature cannot be convened, the United States shall protect them [the people] against domestic violence."
