Why is it impossible to create a charter city in the United States of America

What are the limitation and restrictions to creating a charter city in the USA? Why would it not work?
Is it because, it's success would threaten the entire system?
Has it been tried?
Why is does it seem to only be limited to impoverished countries and location?

    Oct 21 2012: The US is a charter nation. It is not impossible to create a charter city in the US; It's just that such would have to comply with the constitution of the US.

    Oct 21 2012: you need not to create a charter city ,you can just use a viliage as a site and develope it .and invest on it .
    then you have a charter city.
