Why are we getting so much better at identifying problems, yet no better at solving them?

Particularly in relation to Education it seems to be a big push to identify and label problems and money gets poured into this yet the solutions aren't coming any faster or encouraged or funded. Does this not make the identification of problems pointless if the point is not to solve them, merely to make it known that they're there. We a re just adding to stress that is caused by problems we have to deal with, aren't there already enough and is there any point identifying a problem if we have no plan to solve it???

      Mar 23 2011: Therefore do we need greater balance in our development as a society? Is it worthwhile having communication develop at a rate that makes us aware of more problems. Without developing the solutions at a rate that is even are we therefore simply adding further stress to our world?

    Mar 23 2011: I beleve comunication has brought awarness in all aspects of life so more people that comunicate the more attention to any givin problem has brought awarness into light, now we all need to spend more time looking for soulutions and less time complaing about what we dont understand
