How do we reap the advanced extraterrestrial technologies from secret governments around the world to benefit humanity?
There is overwhelming evidence that intelligent life exists beyond our planet and that they are visiting the Earth. However, the secret side of some governments are holding this knowledge from humanity, preventing great leaps in science and evolution of thought, and allowing wasted funds going to off target projects like SETI, and fossil fuels.

What I consider improbable is that who ever has this power would not use it. Power and greed would overcome all other reasoning. With superior technology and weaponery country XYZ could rule Earth and have no casualties in the takeover.
The ability to occupy other planets would also be within reach which would establish colonies in the name of XYZ and harvest all of the minerals. Those who oppose XYZ would be sent to a convict farm on Mars.
So I cannot buy into this theory. Most of the nations are in deep trouble politically, economically, and are considered unstable. If a leader had access to this "power" now would be the time to use it.

The space travel technology you're thinking about may be primitive to them...they may be taking short cuts through wormholes and master the use of gravity to shorten their path to our solar system.
Many scientific findings in nature have baffled our so called brillant minds because they fail to think outside of the box even when they tried to think outside the box.
There was a military insider Phil Corso who was involved in black projects and the Roswell event way back.
He wrote a book "the day after Roswell" which described some of the seeding of technologies to U.S. technology companies from back engineering projects of the Roswell event. He did a deathbed confession as well.
It appears that big governments are like a machine made of many parts that work together but some parts do not know what the other ones are doing. In order to make the machine perform the best, you first need to know what every part is capable of...so the parallel is there with the question I asked.

A large number of ex high ranking officials including air traffic controllers, ex secret op. officers, commercial pilots, numerous military defense specialists with top secret clearance, people who had access to very sensitive documents lieutenants, ex commanders in the u.s airforce, astronauts,etc...all going before the national press club to discuss what their experiences have been regarding u.f.o's and all are willing to go before congress to testify under oath.. never before has such a group come forward.
There are recordings of their testimony on the web.
You have to be pretty null to think they are all plotting to deceive the public.

Also although at times it's hard to be sure, governments are looking out for their people so why
1)Spend billions on SETI and Keppler telescope etc etc when they could openly say we have contacted aliens.
2)hold back tech to such a point that it deliberately prolongs suffering and poverty
3) Not become the most powerful nations on Earth? If luxembourg (hypothetical) could arm it's people with alien tank throwing, battlecruiser sinking guns then they'd rule the world so why not?
And here's why not, the closest planets with the potential to host life except mars are beyond 2 lightyears away, so if they're as evolved as you suggest, which there is NO REASON AT ALL to think that life on another planet would be, and they can easily travel two lightyears AT LEAST then they'd be easily spotted, the amount of energy that would be released by such vessels would probably be comparable to a super nova and they're big.
Secret Alien contact is wishful thinking mixed with either paranoia or detest of governments.
