Why can't you use the internet to call a landline through a laptop?

With the rise of smartphones, the blurring between what used to be seperate technologies is becoming more and more apparent. All such systems offer Mp3 players, phones & computers in one.

I can't say I know much about how these things work, so please if someone technological can explain why its not possible, I'd be very happy to hear.
