Local Weather Manipulation

An Urban Heat Island (UHI) is a common phenomenon in cites, where the temperature in the city are significantly higher than in rural areas. One result of this is increased precipitation in the city and nearby downwind areas due to the creation of a low pressure zone. Now what if we could redirect air flow so as to pressurize this zone and move the rain out of the city. I envision an infrastructure of subterranean vents (a colossal project!) from the center of the UHI to sites located in rural areas. This way we could direct rainstorms to agricultural area that need them and away from cites where they are a nuisance.
