Is it right to judge a child/person on grade skills?

In India we have grading system as all other countries does. But my point is I'm a student in XI grade and i didn't score well in X grade. Now i wanna take science in XI grade and my school are suggesting me to take commerce and not allowing me to take science.

      but the child have that ability in that stream that he can get good marks in that stream.
