"Green Tax", as motivation for birth control and income differential control

This tax would replace some conventional taxes. It would be on each individual, proportional to the SQUARE of the number of one's children (checkable by DNA), plus one, times the SQUARE of one's income, plus one dollar or equivalent, times the SQUARE of CO2 ppm, no doubt plus some additional constants and considerations. (ones added so that claiming either no kids or no income won't reduce the result to zero.)

For transition from conventional tax systems, going month by month, conventional income tax would decrease maybe one percent each month and the "Green Tax" would increase at the same rate. Thus in eight and a third years.

Taxing disproportionately by squares tends to compensate for the rich always being able to buy political power, which in turn adjusts wealth distribution. We need to get the latter back within reason
