Why is that health organizations do not design a systemic approach to cultural competence to reduce disparities/create egalitarian practices

The value of reducing organizational disparities in health outcomes for the different population groups such health organization serves is a fundamental principle yet taking action to fruition such is rather considered a tedious labor and intangible value.
