Can Enforcement make difference in corruption prevention?

Finding corrupted people in government make more harder to make change. Instead finding corruptive actions and possible corrupt ways and block that by good regulations.

    May 9 2012: The best way is to replace those corrupted people, because no matter what regulations, they will still find ways to commit corruption.
    But, good regulations against corruption work too. :)
